I see you've reached out to support so they'll help you with this.

I've seen quad breakers come from the factory this way and there's a bit of a trick to get the locking mechanisms to engage. Try playing with the handles. For example, put all handles in the OFF position and put them in the ON position. If you play with them, they should engage and then work as expected. If that doesn't work, the support team will help you with a replacement.
